An Honest Reality Check
Affordability is a big buzz word these days, and for good reason. It keeps getting harder to pay for basic necessities of food, shelter, health, education and transportation. It doesn’t help that greedy billionaires are using AI to fire masses of people so that they can become even bigger billionaires.
However, let’s face it. We live in a capitalistic economy. We’ve been brainwashed to believe that making as much money as possible is the most important thing to do in life. As a result, the most essential goods and services get less affordable.
How many people sell residential real estate to the lowest bidder in order to keep housing more affordable? People complain about health insurance and health care costs getting too high. And yet, many of those people cheer when their pension plans, 401K plans, and other investments get a boost from record profits of pharmaceutical and hospital corporations.
This contradiction goes on while people ignore the simplest and most affordable ways to stay healthy. Politicians want to get the vote of people concerned about affordability. However, the politicians create many of the policies that make living less affordable.
In other words, if it seems that life in Colorado and the U.S. is “going to hell in a handbasket”, it’s because too many people gain too much politically or financially from the “handbasket” industry.
We are a society that invests in problems to make a profit. So, the problems continue and grow to satisfy our profit motive. Higher prices and a lack of affordability are the results.
Transition to a Solution-Based Economy
What’s the solution? It’s not tax-funded subsidies, credits, and other incentives to compensate for higher prices. It’s not tweaks to existing policies and programs. The solution is a new mind set. The solution is to raise the prosperity of all income earners by creating a solution-based economy.
Create a Rising Tide of Innovation
A solution-based economy requires a rising tide of innovation. That’s why a lot of little tweaks around the issue of affordability are not enough. Instead, the other sections of my blueprint contain practical and urgent solutions to the affordability problem.
Each section offers proven ways to create an upward spiral of solving problems. They will increase jobs and income, and also elevate the quality of life for everyone. Coherence is the key.
Circulate More Income within Colorado
Too much of Colorado income is leaving the state to import items not needed to achieve our commonly shared goals. For example, everyone would like to have cleaner air. Billions of dollars have left Colorado to buy electric vehicles because of the claim that it’s the only way to prevent catastrophic climate change and the “end of the world”. However, new technology, based in Colorado, could achieve near zero emissions for internal combustion engines at a tiny fraction of the cost of EVs. Moreover, the money would keep circulating in Colorado. Not only that, but this technology could be exported to bring even far more money into Colorado.
Develop New Economic Engines
The previous example is just one of many possible new economic engines that can not only solve problems in Colorado but could be exported to other states and countries to help solve their problems affordably and more quickly.
It’s opposite the longstanding approach of the Democrats and Republicans. Their legacy has been to allow problems to emerge, then let them get bigger, perpetuate them, and exploit them for political gain. The end result has been an overly expensive problem-based economy and society. It has been a downward spiral of reinforcing failures that do not serve the public’s best interest.
Lead the World in Sustainable Solutions
The first thing you see on the major Democratic candidates’ websites is a request for money. The first thing you see on my website is an offer of solutions. It’s what will enable my administration to elevate Colorado to lead the world in sustainable solutions. This is what I’m bringing to the table. You have solutions too. I look forward to learning about them and implementing whatever works.
Affordable Government
Budget deficits in all areas of government are common and increasing. Government has gradually deteriorated into a kind of Rube Goldberg machine. It expends maximum resources in overly complex systems to produce minimum results.
That’s why self-governance has also become less affordable. In 1999, I drafted a proposed Colorado statute as a statewide ballot initiative. It was a completely sensible approach to state budgeting. The essence of the initiative was described in the “Declaration” as follows:
“Section 13. Appropriations – perfection of state budget criteria (1) Citizen declaration. (a) The citizens of Colorado hereby find and declare that:
(I) To improve the quality of life at the least expense for all the people in Colorado, government should be based on the prevention of problems and on the improvement of every area of human concern with the most effective and cost-effective programs available.
(II) Many highly effective and cost-effective programs continue to be under-funded, ignored, and even obstructed by elected and appointed officials at every level of government for purely political reasons.
(III) Taxpayer money is wasted on ineffective and costly programs, and the citizens of Colorado continue to suffer or be deprived of a better quality of life because lawmakers are often under the influence of special interests who benefit financially from the continuation of problems in all areas of life for individuals, society and the environment.
(b) The citizens of Colorado, therefore, hereby declare that in any state budget request, including emergency spending measures, priority in appropriations shall be given to the most efficacious and cost-effective programs, according to peer-reviewed scientific studies, that may best achieve the goal of the requesting department, agency or institution.”
In January 2000, I answered numerous questions about the budget initiative from state lawmakers in a public hearing. I was unable to get enough traction to put the measure on the ballot. State lawmakers could have run with the idea, even without the “peer-reviewed scientific studies” part. Instead, they ignored it. It would have greatly helped Coloradoans from the increase in fiscal responsibility that would have resulted.
That was over 25 years before Elon Musk bought his way into assaulting the Federal government with his reckless and self-serving Department of Government Efficiency (DOGE) and did untold damage.
As your governor, I would work with legislators to give priority to programs and policies that actually work and are so cost-effective that they save taxpayer money. This approach, combined with the new economic engines I propose, will also ensure more livable wages for workers, and lift the dark cloud of budget deficits from the state capitol.

Launch a Coherent Economy
As jobs get lost to AI, robots, tariffs and other destructive government policies, major new economic engines are crucial. A strong economy and good paying jobs are obviously important for Coloradoans to live a healthy, safe and fulfilling life. You’ll hear a lot about ideas for creating more and higher-paying jobs, and the economy.
Among all of these proposals and ideas, the ones that increase coherence are the most essential! Why? Because coherence technologies offer unique and profound benefits to every other area of the economy, education, healthcare, safety, and environmental quality and more. They are key to launching trillions of dollars in economic impact.
Chief Coherence Officer
My vision to achieve a stronger than ever economy includes supporting breakthrough scientific discoveries in coherence technologies that have been mostly ignored by Democrats, Republicans and even the news media. On Day One as Governor of Colorado, I will create the position of Chief Coherence Officer. They will immediately establish the Partnership for Applied Coherence Technologies (PACT) with, and for, the public, private, academic, and research sectors.
Export Coherence Technologies
How would coherence technologies benefit the economy? Three existing coherence technologies can increase coherence in electromagnetic fields, fuel combustion, and water. Following are some practical examples of these technologies:
Example 1: Coherent fuel plasma for vehicles –
This technology is based in Colorado. It reduces emissions of any internal combustion engine to near zero*, at less than 1% the cost of electric vehicles. Even the most ambitious goals for reducing vehicle emissions can be achieved without electric vehicles, costly regulations, or tax-funded incentives. [*Note: Third-party validation on a 2014 Dodge Ram Cummins 6.7L diesel showed 40% less HC, 66% less PM 2.5, 15% more fuel efficiency, 40% more torque from just the coherent intake device.] The coherent exhaust device reduces more emissions to achieve “near zero”.
Colorado has probably $8 billion worth of electric vehicles. That’s based on an average price of $40,000, and 210,000 registrations. All of those vehicles were imported from other states or countries. The bulk of that money left Colorado. Additionally, tens of millions of state and federal tax dollars were used for those purchases. Moreover, taxes from people with lower incomes subsidize people with higher incomes who buy new electric cars. Those cars are unaffordable to low-income earners. That is a social injustice.
Instead of using taxpayer money and personal income to fund imports, Colorado can export these coherence technologies to the world. What are some of the major and immediate markets?
Motorsports: Formula One (F1), Indy 500, NASCAR, and especially Le Mans 24 Hour Race, are boldly lowering carbon footprints across their entire operations. They’re bringing in hybrid gas/electric, all electric, and hydrogen-fueled race cars.
However, they’re facing strong resistance from fans and race car drivers. Potential lithium battery fires create another concern. Coherent fuel plasma technology can greatly help motorsports achieve goals for reducing emissions and increasing profits. It will also please motorsports fans and drivers.
Though motorsports might have a minimal impact on global air pollution, auto makers look to motorsports for new ideas in production vehicles. I already have an invitation to apply to demonstrate coherent fuel plasma technology at the Le Mans 24 Hour Race.
Automotive industry: At least 80% of all vehicles will still have internal combustion engines by 2040. Manufacturers are struggling to reduce emissions. The transition to hybrids and all-electric vehicles has been slow and fraught with problems. Government incentives are decreasing. Coherent fuel plasma technology can help automakers achieve emissions goals while increasing profits. Lower income earners will also have an affordable means of reducing emissions.
Transportation: Motorsports organization owners, such as Colorado’s John Malone of Liberty Media, and Robert Penske of Penske Corporation, are also lowering emissions throughout their other businesses. That includes fleets of trucks. Electric trucks are problematic. Coherent fuel plasma technologies can greatly reduce emissions for truck fleets. A 15% reduction in fuel use has already been validated from coherent fuel plasma tech on a diesel truck. That means significant savings and more profit annually for large fleets and owner-operators.
Example 2: Coherence technology for industry, agriculture and renewable energy. This is also based in Colorado. The same core technology used in coherent fuel plasma for vehicles, can also affordably convert methane into hydrogen and graphene. Methane can come from natural gas, landfills, oil and gas drilling wells, mines, waste treatment plants and agricultural waste.
Coherent fuel plasma technology can even convert CO2captured from the air, breweries, etc., into high-value graphene. Research-grade graphene is many times more valuable than gold! Why spend billions of dollars to disrupt land and then pipe and bury vast CO2 treasures in the ground? That’s just an expensive carbon capture and storage scheme.
The new “wonder material”, graphene, is being researched by 35,000 people around the world. It’s shown promise for improving the performance and sustainability of, for example: solar cells, wind turbine blades, steel, concrete, asphalt, microchips, vehicles, and aircraft. It has also shown great promise for purification of sea water, chemically toxic water, and even radioactive water. Another important benefit is that it can improve batteries – possibly even replacing hazardous and fire-prone lithium.
Bank of America and Goldman Sachs have predicted that hydrogen will have $11 trillion in global economic impact by 2050. Graphene has been predicted to also have $11 trillion macroeconomic impact. Such projections can change but must be considered as extraordinary economic opportunities for Colorado – benefitting urban, industrial, and rural areas.
The Partnership for Applied Coherence Technologies will help ensure that infrastructure projects such as transportation, highways, bridges, sports stadiums, public housing, etc., take the fullest possible advantage of these Colorado resources. That will improve the performance, safety, durability, and affordability of their projects. It’s worth noting that the highly touted Colorado “Greenhouse Gas Pollution Reduction Roadmap 2.0” does not mention graphene a single time!
Colorado government and academic leaders appear to be far behind Republican states and other countries, especially China, in R&D of graphene. My administration would make Colorado the global leader in R&D, production, development, and marketing of graphene.
Coherence technology can achieve Colorado’s and America’s climate change and air quality goals far sooner and less expensively than what is proposed by any other candidates for governor. Moreover, Colorado could be a global leader in reducing air pollution and mitigating climate change worldwide. These conditions do not stop at the state line. Thousands of good jobs in manufacturing, distribution, business, and other areas will be created. The economic benefits for Colorado will be extraordinary.
Example 3: Coherent electrical current technology. This technology, and its practical applications, are also described in the AIR QUALITY and CLIMATE CHANGE section. In summary, coherent electrical current technology reduces “noise” and increases coherence in electromagnetic fields. The unique and very significant benefits of this technology improve the performance of audio and video systems, telecommunications, student and worker productivity and health, seed germination, crop output, livestock, computing, and wherever electricity is used.
Technology to reduce “noise” in audio and video systems is already a multi-billion-dollar industry. And yet, coherent electrical current technology offers even greater benefits than the current state-of-the-art technology. It improves not only the quality of production, but the experience of audiences. It would also reduce the carbon footprint of related industries.
Sundance Film Festival is relocating to Boulder in 2027. The Sustainable Entertainment Alliance, is a “consortium of leading film, television, and streaming companies dedicated to advancing sustainability and reducing the entertainment industry’s environmental impact.”
Colorado has an extraordinary opportunity to introduce coherence technology more fully into the entertainment industry and launch a new economic engine with billions of dollars in economic impact. When electricity flows through power lines, wiring, and circuits, there’s resistance and “noise”. That’s true even for electricity made from wind, solar, or other clean energy sources. These sources, and industrial motors, heat up due to friction. That causes energy loss.
Coherent electrical current reduces waste heat and lost energy, which results in less pollution and energy use. Attaching coherent electrical current devices to electric motors has already demonstrated the ability to reduce their running temperature by about four degrees centigrade (7.2o Fahrenheit.)
Logically, this same technology could more affordably and effectively cool data centers and EV motors. An emerging application is that it can help increase coherence in quantum computing, which is essential for the qubits to work their “magic”. It also seems to have helped reduce air pollution in the Los Angeles metro area by more than 40% within a few weeks during a pilot project. [See L.A. experiment summary in Air

Demand for electricity surges daily for data centers, AI, quantum computing, and cryptocurrency. It also increases due to electrification of transportation, heating, cooking, and hot water. Utility companies have rising costs due to emissions regulations, and from lawsuits due equipment that starts fires. These costs get passed on to ratepayers, investors, and the economy. Adding coherent electricity to power generation, distribution, and consumption, is the most cost-effective solution to this crisis. It would reduce energy costs, while increasing profit, safety, and performance.
Broad Industry Applications
Together, these two major coherence technologies offer a broad spectrum of valuable benefits for virtually every area of the economy and the lives of Coloradoans. Each application of these technologies is potentially a multi-billion-dollar economic opportunity for Colorado. They have been ignored by Democrats and Republicans for political reasons.

Workers’ Rights and Unions
Workers in various trades and services are the backbone of society. I support collective bargaining and unions. I’ve been a member of the Pipefitters Union, Local 208. I was also a member of the Amalgamated Meat Cutters and Butcher Workmen union in Denver on the sanitation crew. Ironically, I was a vegetarian at the time. However, the pay and benefits were good.
It’s vital that workers have strong and ethical representation. A more solution-oriented approach in negotiations would enable both management and workers to get more than they expect instead of less than they desire. I would sign the Worker Protection Act.

Prioritize Health over Health Care
We all want better health. However, too much focus is on who pays for who's poor health, and not enough on how to get healthy. Health care is seen too much as an economic engine and investment opportunity. That explains the saying that, “pharmaceutical companies don’t create cures, they create customers”. If more emphasis was given to health, happiness and longevity, then health care costs would be far less.
People complain about health insurance and health care costs getting too high. And yet, many of those people cheer when their retirement plans or investments get a boost from record profits of drug and hospital corporations. This goes on while politicians and others ignore the simplest and most affordable ways to stay healthy.
Even the quest for more affordable housing needs to give more priority to health. “Sick building syndrome (SBS)”, or “building-related illness”, can affect people in any type of building.

In 1999, I filed a statewide ballot initiative in Colorado to improve health and make healthcare more affordable. It would have required health insurance carriers to cover all health care services, including stress reduction methods, which were efficacious and cost-effective according to peer-reviewed research. The elected politicians ignored these commonsense policies.
I’ve had excellent care during a few medical emergencies. However, the health-promoting products and services I use for optimal health and vitality are not covered by conventional insurance or tax-funded programs.
Many health-promoting innovations have been ignored, and even suppressed, by Democrats and Republicans. Politicians want to get the vote of people who are concerned about health care affordability. However, the politicians themselves created many of the policies that cause health problems and costly health care.
One of the worst of these acts was the illegal “Sensitive Application Warning System” (SAWS) at the U.S. Patent and Trademark Office. It was active for over twenty years under both Democrat and Republican administrations. It illegally targeted inventions to delay patents without legitimate cause. The main criterion for evaluating a patent that could benefit health is that it should produce the results claimed. It shouldn’t depend on what the “scientific” community thinks is possible. The primary obstacles to better health and affordable health care are due to political motives.
I will establish the Colorado Patent Registration Office for Extraordinary Technologies (P.R.O.F.E.T.) to ensure that extraordinary innovations in health care are supported and not suppressed. [See more about S.A.W.S. and the P.R.O.F.E.T. of Colorado in the section on TECHNOLOGY and INNOVATION.]
Increase Natural and Traditional Health Care
A large portion of health disorders and related costs are caused by modern medicine itself. Natural and traditional health care systems such as Chinese Traditional Medicine, and Ayurveda from India, are often the most effective in preventing and reversing health disorders.
I will also support rural agriculture that can grow organic health-promoting crops for more affordable health care and better health. Many such crops are valuable aids in removing poisons from the human body that degrade health and cause expensive health problems.
These poisons are created by pesticides, food chemicals, air and water pollution, and even modern medicine. These toxins include heavy metals and potentially … “Forever chemicals” found in carpets, cookware, cosmetics, and modern furnishings. We’re bombarded by these toxins daily.
This will increase job opportunities, including for those in the health care industry who are displaced by AI or job cuts to increase corporate and shareholder profits. This would enable rural communities to capture a valuable part of the health care industry, while actually improving health and health care more affordably for people everywhere in Colorado.
Deploy Society-Wide Health Interventions
Pollution of our water, food, and electromagnetic fields (electro-pollution) all degrade the mental and physical health of Colorado’s population. Breakthroughs in coherence technology offer numerous solutions for reducing these types of pollution affordably on a society-wide scale. Once deployed, their health benefits will cascade through all sectors of society. This will naturally reduce the strain on Colorado’s health care system and finances of the population.
For instance, nine counties along the front range have been non-compliant with EPA emissions standards for 17 years. Air pollution contributes to a variety of mental and physical health disorders. It especially affects vulnerable populations such as children and older adults.
Devices that create coherent fuel plasma in internal combustion engines bring vehicles to near zero emissions at 1% the cost of electric vehicles. The entire state could implement this technology within 1-2 years. Colorado can export this solution to foreign countries to assist their pollution-reduction efforts. That can be both a non-profit humanitarian and for-profit business project.
Each year, 700,000 children under the age of five die from air pollution. In cities with the worst air pollution, such as in China and India, coherent plasma devices can make vehicles become air purifiers instead of air polluters.
Devices that create coherent electrical current reduce heat and lost energy at all scales, from power lines to data centers, electric motors, and microchips. They are key to affordable, rapid, and widespread reduction of greenhouse gases.
A vital added health benefit is that they also reduce EMF chaos that causes electro-pollution, or electro-stress. This chaos has detrimental effects on mental, physical and behavioral health. Reducing such electro-stress will also benefit health of the population in every sector of society. That’s another means to reduce the strain of health care costs on residents of Colorado.
Adopt More Holistic Wellness
Stress-reducing modalities are among the most important strategies to improve health and lower health care costs. Excessive and chronic stress causes or exacerbates 70-80% of mental, physical and behavioral health disorders. Even genetic predispositions to various disorders can be activated by stress when they might not be otherwise. This is the field of epigenetics. Stress can also damage the brain, resulting in more health-damaging decisions.
Treat Substance Abuse as a Disease
Substance abuse is a disease. That’s a medical and scientific fact. It should be treated as such. The country of Portugal is leading the way toward more compassionate and effective treatment of substance abusers. Colorado should follow in its pioneering footsteps.
The key solutions shared above are missing ingredients for health care strategies of other candidates. They are vital for reducing suffering and premature death of children and adults. Many of these solutions can also be deployed at no net cost to taxpayers. This is how my administration will raise the zone of health in Colorado.

My Background in Public Safety
Public safety is clearly the most important responsibility of government. My involvement with solutions to crime and terrorism started over 50 years ago. At age 20, I taught Transcendental Meditation (TM) to inmates at the Federal Youth Center correctional facility in Littleton, Colorado. TM had already been shown to reduce prison violence and recidivism by large amounts in San Quentin and Folsom prisons, and elsewhere in the U.S. and our world.
In the mid 1990’s I initiated a conversation that led to the Enlightened Sentencing Program in St. Louis. It received national news coverage. It also received praise from various judges for being so effective in crime prevention and rehabilitation, and in reducing recidivism and criminal aggression.
In 2003, my Safety through Peace ballot initiative in Denver, Initiative 101, drew worldwide news media attention. It was endorsed by top experts in crime and terrorism. One was India’s top counterterrorism expert, Major General Singh. He informed me that he “passed the entire correspondence to all Regional Directors (Generals and Brigadiers) in each Indian state as well as to the Deputy Defence Ministers in each continent for wide circulation.”
It was also strongly endorsed by Maryland philanthropist Jeffrey Abramson, with a personal message to Denver City Council members. His family had guaranteed the loan for the Holocaust Museum in Washington, D.C. He also funded crime reduction and peace project research.
In 2004, I was the Director of the Colorado Brain Fingerprinting Task Force. Members of the group included: Colorado State Senate Majority Leader, Ken Gordon; State House Minority Leader Joe Stengel; the Police Chiefs of Aurora and Longmont; the Undersheriff of Larimer County, and the Director of the Police and Fire Academy at Aurora Community College.
Rep. Stengel introduced a bill in the legislature to advance Brain Fingerprinting Technology. It could have reduced criminal justice costs while improving justice. The bill was killed by a Democratically led committee due to sabotage by competitors in the polygraph industry. However, as Senator Gordon stated, “They [Democrats] just wanted to stick it to Joe.”
Reduce the Root Cause of Crime and Terrorism
Excessive stress in individuals, and collective stress in communities, are the main root causes of many public safety problems. That includes crime, violence, substance abuse, domestic violence, child abuse, mass shootings, suicides, and accidents. It’s also a root cause of excessive force by law enforcement. The latter has cost almost $4 billion in settlements to Colorado’s excessive force victims.
Various means to reduce individual and societal stress will be key strategies for my administration. Among these strategies, I will apply the principles described in the Safety through Peace ballot initiative, but on a state-wide scale.
Reduce Drug Use Penalties – Increase Treatment
The “War on Drugs” was lost decades ago in the U.S. because substance abuse is a disease, not a horrible crime. Portugal has had spectacular success in reducing substance use by making penalties small and treatment big. Enforcing compliance with treatment sentencing is the key.
Improve Health, Safety and Coherence of Law Enforcement Personnel
Reducing stress and increasing coherence for law enforcement personnel will improve their health and safety. Cost-savings from that will help fund upgrades to law enforcement equipment, systems, training, pay and other benefits.
Upgrade Public Safety Equipment
Even the newest public safety equipment in the market may not satisfy Colorado’s needs. My administration will explore ways for Colorado to create better and more affordable equipment. Several areas of high priority equipment will benefit from the Partnership for Applied Coherence Technology. Coherent fuel plasma’s by-product, graphene, and coherent current technologies, offer unique and extraordinary benefits. These technologies are described at greater length in the section on AIR QUALITY and CLIMATE CHANGE.
Potential Colorado Innovations for Public Safety:
Enact Stronger Domestic Terrorism Laws
Colorado Revised Statutes regarding “terrorism” do not appear to have much weight, except to rely on Federal laws. They also don’t seem enforceable against terrorism threats of today. The word terrorism is thrown around casually these days, mostly by the White House.
However, who really is a domestic terrorist? The official definition of domestic terrorism in the USA PATRIOT Act of 2001 makes it very clear. This historic bipartisan Federal law was enacted by 98 U.S. Senators. It’s the acronym for Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism. The official definition of “domestic terrorism” is as follows:
SEC. 802. DEFINITION OF DOMESTIC TERRORISM.
(a) DOMESTIC TERRORISM DEFINED. — Section 2331 of title 18, United States Code, is amended—
"(5) the term 'domestic terrorism' means activities that—
"(A) involve acts dangerous to human life that are a violation of the criminal laws of the United States or of any State;
"(B) appear to be intended—
"(i) to intimidate or coerce a civilian population;
"(ii) to influence the policy of a government by intimidation or coercion; or
"(iii) to affect the conduct of a government by mass destruction, assassination, or kidnapping; and
"(C) occur primarily within the territorial jurisdiction of the United States."
A recent attempt to re-define the term “domestic terrorist” is the National Security Presidential Memorandum (NSPM-7) signed by the U.S. President (POTUS) on September 25, 2025. It was for “establishing a comprehensive strategy to investigate, disrupt, and dismantle all stages of organized political violence and domestic terrorism.” The memorandum has been criticized for vagueness and lacking details. It primarily targets opponents of POTUS’ unconstitutional policies, instead of actual terrorists. Oddly, though, it seems that none of the Democrats, news media, and activists have made reference to the USA PATRIOT Act in their criticisms.
It’s important to note the word “or” in the above definition of “domestic terrorism”. That means, if any one of the above criteria of the definition are met by any person, then that person fits the official definition of a “domestic terrorist”!
A high priority of my administration would be to enact effective and updated domestic terrorism laws. These must be enforceable against any perpetrator, regardless of their economic status, political position at any level of government, or religious or philosophical orientation.

The highest priority in education is to ensure that environments for students are safe, healthy, and conducive to learning. Support for teachers is a vital part of that priority too. Meeting the various challenges of education obviously depends on sufficient funding. As Governor of Colorado, I will work with educators and administrators to implement the most affordable and effective solutions to achieve these priorities.
Reduce Stress and Increase Coherence
Solutions exist for reducing stress and increasing brain health and coherence for students and teachers. They will have a large positive impact in education that would not happen otherwise. When stress-reduction and increased brain wave coherence are given importance, student achievement, health, happiness, and harmony increase greatly.
Stress is the biggest root cause of multiple problems in education. These include poor academic performance, violence, crime, bullying, substance abuse, dropping out, fear of attending school, suicide, and poor mental and physical health. It’s right to make mental health a high priority for children. It’s wrong to ignore solutions for mental health that do not fit the modern medical business model and political agenda.
Stress decreases learning ability, mental clarity, memory, focus, and brain wave coherence. Research has correlated increased coherence of brain waves with multiple benefits. These include better school grades, increased creativity, improved task performance, faster reaction time, higher moral reasoning, greater productivity, harmonious behavior, and increased IQ.
Other candidates don’t mention stress or coherence on their campaign website statements about education. Those glaring omissions reflect the major parties’ unhealthy ideologies. I ran for U.S. Senate in 1998 in Colorado. One of my platform points was to reduce stress among high school students as a means to prevent violence. I was ignored. Five months later, the Columbine High School shootings happened.
Five months after that, President Clinton held a summit on school violence. The main conclusion by attendees was that stress was the number one cause of violence in schools. Students know this too. And yet, the Clinton-appointed summit moderator steered the focus back to gun control. Consequently, only superficial approaches to preventing violence are still used. “Gun control vs. gun rights” goes on. Tragic killings continue in schools and elsewhere.
Reduce Classroom Pollution
What can state government do to reduce stress and increase brain wave coherence? Two major causes of stress are electromagnetic pollution and air pollution. Both are irritants that negatively impact student and teacher health and performance. My immediate and affordable solution to the irritants is described at greater length in the section on Air Pollution and Climate Change.
In summary, coherent fuel plasma technology can achieve near zero emissions for less than 1% of the cost of electric school buses and other EVs. Colorado currently ranks last among all states for the percentage of “new generation near zero emissions” school buses. Those are also 100 times more expensive than coherent fuel plasma devices, which can achieve comparable reductions of exhaust pollution.
Coherent electrical current technology can remove the invisible irritant of chaos and stress caused by human-made electromagnetic fields. Students and teachers are subjected to this irritant throughout the day in school buildings. Increasing coherence in electrical currents also means savings in energy costs. Those savings result from reducing wasted heat and energy from energy transmission in building wiring and electric motors.
Achieving this for Colorado and beyond must be part of education’s critical and urgent mission. Air pollution and climate change don’t stop at the state line. Each year, 700,000 children under age five die of air pollution. That’s out of eight million total air pollution deaths annually throughout the world. In cities with the most air pollution, coherent fuel plasma technology can make vehicles produce exhaust that is cleaner than the input air. That effectively makes vehicles air purifiers, instead of air polluters. Not even EVs can do that. Today’s students are tomorrow global leaders in this mission. They could even become today’s leaders!
Emphasize Coherence Curricula
These emerging coherence technologies are actually a new science, and not merely new technologies. They will become a valuable part of education in Colorado as a result of the Partnership for Applied Coherence Technology. As governor, I will make sure Colorado is a world leader in these and other breakthrough technologies. They are relevant to every area of human activity, especially education, health and the environment. They are also part of emerging industries that are predicted to have economic impacts in the trillions of dollars.
Community colleges will play one of the biggest roles in creating the work force to deploy these technologies. However, these are only a small part of the new technologies that will unfold in Colorado. Others will result from my establishment of the Colorado Patent Registration Office for Extraordinary Technology. That is explained in the section on Technology and Innovation.
Support S.T.R.E.A.M. Education - Science, Technology, Recreation, Engineering, Art, and Math
Colorado’s S.T.E.M. schools already have strong programs in science, technology, engineering, and math. Equally important are art, and recreation in the form sports, solution-oriented competitions, physical exercise and movement. Some of the world’s greatest inventors were also great artists. They drew inspiration and insights from the beauty, harmony, and artistic elegance of nature. I applaud the candidates who give great importance to all of these academic areas.
Create New Funding Sources
Application of the technologies described above will raise the quality, outcomes, and safety of education. It will also reduce energy costs and the carbon footprint of schools. The resulting cost savings can then be used to support teachers and students.
As your governor, I will also work with stakeholders to enable school districts to benefit financially from these and other carbon- and greenhouse gas-reducing technologies without placing any additional financial burden on taxpayers and school districts.
Truth Alone Triumphs
Chapter 2 of my book, RAISE the ZONE, is about truth. It reveals why we must end political lies and rampant misinformation. Public education requires knowledge that is true and accurate. Educating the public, through news and political campaigns, should also require truth and accuracy.
Truth is getting even more critical as artificial intelligence (AI) replaces human beings to perform an increasing number of tasks. AI scans vast data resources, and throws in its own randomness to seem more “human”. That, combined with lies, false data, misinformation, propaganda, etc., is a perfect storm. It can cause AI to create false, useless, and even dangerous output from. That scenario is technically called, “AI hallucinations”.
Public relations (PR) companies and governments have mostly been the source of false news until recently. They have staged deceptive visual imagery, and planted fake information in mainstream news, social media, and school curricula. All of this is to manipulate the opinion of the public.
Politicians spread lies that will get them votes and campaign donations. Their supporters believe it no matter what the truth and facts are. The U.S. Supreme Court ruled that it is legal for politicians to lie, all in the name of “free speech." Fake content is created on social media for more profit. Fake news bombards us daily, and people find it easier to accept a lie rather than verify the truth.
A covert misinformation campaign is underway. It’s designed to manipulate and control individuals and the mass of humanity. It has become a weapon of mass destruction throughout our world. It’s a cancer for society!
The country of Wales is formally considering making it illegal for politicians to lie. A similar law is being promoted in Canada. A headline in the Toronto Star stated, “Imagine if Donald Trump’s Lies Cost Him His Job – Wales Is Working On That Law”. The dilemma is how to make political lies illegal and still protect freedom of speech.
I believe there is a relatively easy solution. Twenty-five years ago, I drafted two ballot initiative concepts to deal with fake news and lies by politicians and corporations. They would be like “truth in advertising”, “truth in lending”, and “truth in labeling laws”, but to enable voters to make informed choices based on truth.
A new law could be created to require politicians, news media, businesses, and PR companies to inform people when their statement is false. They could still lie but would be legally required to indicate it is false. These laws could reduce lying, propaganda and fake news, while adequately protecting freedom of speech. These proposed “truth in speech” laws were based on simple and fundamental principles such as:
One proposed law to end political lies would require that when any elected or appointed government official, or their representative, addresses the court of public opinion on matters of public policy, they are therefore under oath to tell the truth or be subject to prosecution and punishment for perjury.
The other proposed law regarding news media and corporations declared that information that is deceptive, fabricated, or blatantly false, is not only useless but also destructive with respect to accomplishing our goals as individuals and a society. This proposed ordinance would make it unlawful for any person to sell, give, deliver, furnish or broadcast any fake news without labeling it as false or fake.
Parallel to these proposed laws is the need to increase coherence in human brains and hearts. This will strengthen the natural ability to speak and discern truth. A lot of research has been conducted in this area. Different methods of achieving this increased level of coherence are described in other sections of the SOLUTIONS BLUEPRINT and the book, RAISE the ZONE.
The more that truth is spoken and discerned, the easier it becomes. Our survival as a civilization depends on increasing truth. As governor I would work to elevate truth within the legal framework of the Constitution and responsibilities of the Office of Governor.

The first five years of my life were lived on a small farm in Kansas. It was a wonderland of learning and adventure. Then my family moved to Denver. However, I still love the smell of fresh cut alfalfa, although a pine tree forest is a close second.
Farming culture is in my blood, even though I was too young to actively participate. As Governor of Colorado, I will work closely with the agricultural community to raise their quality of life and expand opportunities for their health, happiness, and prosperity.
Harvest Graphene and Hydrogen from Methane
Here’s an important “heads up”. Republicans and Democrats want to steal your gold! That’s mostly true if methane is being produced on your farm or ranch. If it’s enough to be affected by regulations intended to reduce methane as a potent greenhouse gas, then it’s more valuable than gold.
How so? A Colorado-based coherence technology can convert methane into hydrogen and graphene. Research-grade graphene is many times more valuable than gold! Hydrogen has many uses. Fuel and fertilizer are two big ones for agricultural areas. Graphene is the new “wonder material”. It’s creating excitement in every major area of the economy. Graphene is already showing that it can benefit solar cells, wind turbine blades, concrete, asphalt, microchips, vehicles, medical equipment, automobiles, aircraft, and a lot more.
Graphene has also shown great promise for purification of sea water, chemically toxic water, and even radioactive water. Another important benefit is that it can improve batteries. It can possibly even replace hazardous and fire-prone lithium. Graphene is expected to have a $11 trillion macroeconomic impact. Monolith Corporation received a $1.1 billion conditional loan to fund its methane pyrolysis plant. The plant is in Hallam, Nebraska, a town of only 328 people. However, Monolith produces only hydrogen and carbon black. Commercial-grade graphene is 500 times more valuable than carbon black.
Republican led states and foreign countries are far ahead of Colorado in this exciting field. Graphene can be created from methane in natural gas, landfills, waste water treatment, and agricultural waste. It can even be created from carbon dioxide from large breweries and carbon capture.
Republicans in Colorado might say that methane is not a problem, so don’t do anything about it. Democrats will want you to get rid of it, cap it, bury it, and so on. They will want to build big ugly contraptions to capture carbon dioxide. Then, they’ll make taxpayers pay for piping the CO2 through agricultural and ranch lands so it can be buried somewhere else.
A lot of people hope to make a fortune on that scheme. A battle is already going on in Iowa about that. But farmers and ranchers will get the short end of the stick. Neither major political party will help you capture that potential gold. Nor are they even talking about the wide range of potential jobs and income opportunities from converting methane to valuable products. My Partnership for Applied Coherence Technologies will help rural Colorado harvest its “gold”.
Agricultural Hemp
Agricultural hemp will be a vital part of economic development for rural Colorado. Hemp has tens of thousands of uses. It will bring a multitude of economic, environmental, and other benefits to our state.
Exciting new innovations are emerging. These include hemp graphene batteries, and “green” hemp construction materials for better and more affordable housing. During my 2011 campaign for mayor of Denver, I displayed a “hempcrete” construction block at forums. It came from Iowa. Gates Rubber Company made its early fortune by covering hemp twine with rubber to make fan belts. Henry Ford made a car largely out of hemp.
I applaud the work of Senator Bennett on the Farm Bill that made ag-hemp legal in Colorado. I also applaud Attorney General Weiser for ensuring compliance with the letter of the law regarding agricultural hemp. Surprisingly, neither of these candidates seem to mention agricultural hemp on their campaign websites.
Grow Better Healthcare
My administration will support the production of organic, health-promoting crops for more affordable healthcare and better health. This would enable rural communities to capture a valuable part of the healthcare industry, while actually improving health more affordably.
Many such crops are valuable aids in removing, from human bodies, many types of poisons that degrade health. That can happen within days, when they would otherwise remain for years and even decades.
These poisons are created by pesticides, food chemicals, air and water pollution, and modern medicine. That includes heavy metals and potentially … “Forever chemicals” found in carpets, cookware, cosmetics, and modern furnishings.
New and Expanded Economic Opportunities
Both graphene and hemp will allow rural communities to also “harvest” a wide range of products for other industries. These include for construction, electronics, textiles, vehicle manufacturing, aviation, data centers and more. Other tools and infrastructure, such as broadband Internet and sufficient local food stores and educational resources, will also be supported and made more feasible by my administration.
Oregon’s Measure 27 to Label Genetically Engineered Food
In the 1990s, global opposition to genetically engineered food (GMOs) reached a critical mass. To help the cause and promote safe food, I wrote the first comprehensive law to label GMOs as a proposed statewide Colorado ballot initiative. Monsanto and food corporations successfully undermined the effort in Colorado. However, a brave and determined single mother in Oregon got it onto the ballot in 2002. It became Measure 27.
My role was as a consultant for the campaign and to help obtain and coordinate endorsements. Many of those who endorsed Measure 27 applied their unique and creative strategies to promote it. United Natural Foods, Inc. placed full-length banners on their company semi-trucks to promote Measure 27. They also changed their routes to get more exposure. Endorsements came from groups such as:
The United Nations World Summit on Sustainable Development also endorsed Measure 27 and stated in part:
Measure 27 did not pass, but it mobilized opponents of GMOs like never before!

End Suppression of Breakthrough Technologies
As Governor of Colorado, I will “raise the zone” of technology and innovation through several strategies. Technology is vital for every economy. It can raise other economic sectors in quality, performance, and profitability. More importantly, it can raise the quality of our lives and the environment in which we live. Unfortunately, Democrats and Republicans have blocked some of the most beneficial and affordable technologies. Following, are two of the best examples, also described in RAISE the ZONE, pages 125-128:
Do you know how the U.S. Patent and Trademark Office (USPTO) buried thousands of technologies during application for patents? Claiming national security interests, and citing a Secrecy Order under Title 35, U. S. Code (1952), sections 181-188, is one tactic. This law allows withholding patents by requiring secrecy for specific inventions. It’s reasonable to monitor new inventions that could potentially threaten national security. However, that law has been abused.
In April 2013, Wired Magazine addressed this topic in an on-line article titled, “Government Secrecy Orders on Patents Have Stifled More Than 5,000 Inventions.” It described how criteria used to require an inventor to keep his invention secret were vague and shrouded in secrecy. Secrecy orders can apply even to inventions that could be viewed as detrimental to national economic security of the United States. Under that umbrella, a secrecy order could stifle any energy technology that is cleaner and less costly than fossil fuels, because of their potential impact on the national economy.
The USPTO also used an illegal policy to delay patent review for years without explanation. Their secret “Sensitive Application Warning System” (SAWS) was active for over twenty years. It was discovered and publicized by a Denver patent attorney. Its discovery resulted from an informal comment by a USPTO patent examiner who mentioned a “secret program” at the USPTO. The criteria were vague, broad, silly, and even absurd. They unjustifiably delayed selected patent applications.
The number of applications targeted was small. However, it roughly equaled the number of patents held by the Wright Brothers, Nikola Tesla, Thomas Edison, and Steve Jobs. Following is a partial list of targeted applications. This was taken directly from internal USPTO memos:
Neither the USPTO’s website, nor its highly detailed 1,500-page Manual of Patenting Examination Procedure, mentioned the SAWS policy. The patent examiner said he was not supposed to talk about it. The law firm used the Freedom of Information Act to request details about SAWS in October 2014. The USPTO denied two of their requests before giving in. The law firm’s exposure of SAWS appeared in mainstream news:
The USPTO tried to justify its SAWS program in January 2015, and claimed to have ended it in March 2015. Keep in mind that the USPTO’s illegal and secret policy was underway for 20 years during both Democratic and Republican administrations!
P.R.O.F.E.T. of Colorado - Patent Registration Office for Extraordinary Technology
According to the USA PATRIOT Act 2001, intentional destruction of an energy facility or a component of mass transportation is an act of terrorism. Don’t breakthrough clean energy and transportation technologies deserve as much protection? [See Public Safety and Terrorism.]
In 2019, I filed a ballot initiative for "Protecting Extraordinary Technology" in Denver. A summary is below. [See the full text at www.powerupbooks.com/resources] The question that could have appeared on an election ballot was:
The proposed binding provisions were as follows:
The U.S. Patent and Trademark Office had a satellite office in Denver. It closed permanently in 2024. It’s true that the Federal government preempts lower levels of government in patent issues. However, that preemption applies only to patents issued at the Federal level.
A state-level patent office would keep national politics and bureaucracy out of the way of new technological innovations. It would enforce protection of patents and their inventors. Granted, this protection would be restricted the state of Colorado. However, Colorado already issues trademarksthat are protected only in the state. So, it’s not a big leap to do that for patents. Providing such protection would make Colorado a safer haven for brilliant inventors. It would give them confidence to launch a new wave of technology to benefit our economy and people, and the global market.
Review Innovation Incubators for Neutrality and Priorities
Efforts to stimulate innovation through “incubators”, competitions, and tech pitch events, is all good. However, I’ve observed that some of these efforts were stained by political motivations. There was an apparent intent to control advances in technology in order to give politicians, and their big donors, extra advantages.
I’ve entered some of these competitions. It surprised me that proposed solutions by the “winners” were not nearly as effective or affordable in solving the stated problem as what I offered. My administration would review all tax-supported incubators and tech hubs. It would ensure that the priority is to reward innovative solutions that are the most affordable and effective. That would speed up research and development to solve problems more quickly.

End Political Hypocrisy
Nine Colorado front range counties have been non-compliant with EPA emission standards for the last 17 years. Democrats have controlled all three branches of Colorado government, and the White House, for most of that time. Throughout that period, they have ignored highly affordable and effective solutions to improve air quality, while claiming to be champions of the environment. It’s time to end this hypocrisy.
Emerging coherence technologies can more affordably and quickly achieve air quality and climate change goals. This information has been shared with the Colorado Energy Office, Rocky Mountain Institute, National Renewable Energy Laboratory, Colorado Oil and Gas Association, and several local news outlets. None of those entities took interest in these solutions because they benefit from the ongoing pollution problems.
The push to electrify everything as a solution to air pollution and climate change is misguided, self-destructive, overly expensive, and unnecessary. Increasing electrification also disregards the hazards from electro-pollution. What’s the alternative?
Coherent Fuel Plasma for Vehicles
An existing Colorado-based coherence technology breakthrough produces more efficient fuel combustion in internal combustion engines. Deploying this technology widely is critical and urgent. Globally, each year 700,000 children under age 5 die from air pollution. That’s out of 8 million total air pollution deaths annually.
In cities with the most air pollution, coherent fuel plasma technology can make vehicles produce exhaust that is cleaner than the input air. That effectively makes vehicles air purifiers, instead of air polluters. Not even EVs can do that.

What would compel the big drivers of America’s economy to get into this “Fast Track” race to reduce air pollution? Major drivers such as vehicle manufacturing and transportation fleets around the globe are primary markets for coherent fuel plasma. This is elaborated in the section on ECONOMY and JOBS.
Coherent Fuel Plasma for Industry and Agriculture
The same core technology used in coherent fuel plasma technology for vehicles can also affordably convert methane into hydrogen and graphene. Methane can from natural gas, landfills, oil and gas drilling wells, mines, waste treatment plants and agricultural waste. It can even convert CO2captured from the air, breweries, etc., into high-value graphene.
Research-grade graphene is many times more valuable than gold! Why spend billions of dollars to pipe and bury vast CO2 treasures in the ground as part of the expensive carbon capture and storage scheme?
The new “wonder material”, graphene, is being researched by 35,000 people around the world. It’s shown promise for improving the performance and sustainability of, for example: solar cells, wind turbine blades, steel, concrete, asphalt, microchips, vehicles, and aircraft. It has also shown great promise for purification of sea water, chemically toxic water, and even radioactive water. Another important benefit is that it can improve batteries. It can possibly even replace hazardous and fire-prone lithium.
Bank of America and Goldman Sachs have predicted that hydrogen will have $11 trillion in global economic impact by 2050. Graphene has been predicted to also have $11 trillion macroeconomic impact. Such projections can change. However, they must be considered as an extraordinary economic opportunity for Colorado and the U.S.
Colorado Air Pollution Reduction Fast Track 5.0
Among my initial acts as Governor of Colorado, I will implement the Colorado Air Pollution Reduction Fast Track 5.0. It will realistically achieve air pollution reduction goals in a small fraction of the time and expense compared to the highly touted Colorado Greenhouse Gas Pollution Reduction Roadmap 2.0 and related Colorado legislation.
These technologies are a natural fit for energy and environmental policies. Unfortunately, despite all of the potential environmental and economic benefits of graphene, the GHG Roadmap 2.0 does not mention graphene a single time! However, it does mention Rocky Mountain Institute, or RMI, thirty-eight times. It also mentioned hydrogen four times and “green” hydrogen one time. Green hydrogen uses five to seven times more electricity than other ways to make hydrogen.
“Green” hydrogen was a reference to Fortescue Industries, an Australian company that makes green hydrogen through electrolysis. It seemed that RMI was largely the author of Roadmap 2.0. Fortescue is one of the strategic partners of RMI. I suspected that the Colorado GHG Roadmap was highly political. My suspicion was confirmed by someone in Colorado government.
Colorado government and academic leaders appear to be far behind Republican states and other countries, especially China, in graphene R&D. My administration would make Colorado the global leader in research, production, development, and marketing of graphene.
Coherent Electrical Current Technology
Another validated coherence technology is also a new breakthrough science. It overcomes a huge problem in electricity and electronics. It reduces “noise” by increasing coherence in electromagnetic fields. The benefits of this technology have received praise from the world’s leading electronics companies. However, it has not yet been fully applied but could be in Colorado. The application of coherent electromagnetic fields has shown benefits across a wide spectrum. That includes:
Logically, this same technology could more affordably and effectively cool data centers and EV motors. Moreover, the inventor of this technology had a novel hypothesis. He thought that chaos, or noise, in electromagnetic fields from power lines and building wiring created a “spider’s web” matrix of electrostatic traps.
This matrix, he believed, might hold air pollution close to the ground. He set up a three-month pilot project from August to October 1990 in Los Angeles, California. The American Lung Association has ranked Los Angeles as #1 in ozone pollution for 25 of the last 26 years.
He plugged his device into a common electrical outlet for L.A.’s power grid. Then, he monitored publicly available data on air quality. Within two weeks, the air quality improved an average of 43% in the Los Angeles area. Daily pollution levels fell below predicted levels, and also below federal limits. The pollution levels remained low until the end of the three-month study.
After the device was removed from L.A.’s power grid, levels of pollution returned to predicted levels for that time of year. Local air quality officials were mystified. The senior meteorologist with the South Coast Air Management District, quoted in the Los Angeles Times, said:
The project’s results suggest that creating coherence in power grids could significantly reduce air pollution. The inventor also hypothesized that EMF chaos in power grids, and everything connected to them, creates high-pressure zones in urban areas that disrupt natural patterns of rain. Both of these hypotheses warrant further research and validation. This technology could bring the nine front range counties in Colorado into compliance with EPA emissions standards for less cost than monitoring air quality. That’s what government efficiency could look like.
I introduced this technology at an environmental forum during my 2011 mayoral campaign in Denver. In a room of several hundred environmentalists, not a single person asked about it then or since. Clearly, they weren’t there to find solutions to air pollution.
Demand for electricity surges daily for data centers, AI, and cryptocurrency. It also rises from the increased electricity used in transportation, home heating, cooking, and hot water. Utility companies have rising costs due to emissions regulations, and from lawsuits due to overheating or malfunctioning equipment that start fires. These costs get passed on to ratepayers, investors, and the economy.
Adding coherent electricity to all scales of power generation, distribution, and consumption, is the most cost-effective solution to these financial and environmental crises. It would reduce energy costs; increase profit, safety, and performance; and decrease air pollution.
My administration’s Partnership for Applied Coherence Technologies will achieve Colorado’s and America’s climate change and air quality goals far sooner and less expensively than what is proposed by any other candidates for governor.
Moreover, Colorado could be a global leader in reducing air pollution and mitigating climate change around the world. It needs to be, because these conditions do not stop at the state line. Applied coherence technologies will benefit virtually every sector of society for which government has a responsibility.

Support Safe and Clean Energy without Taxpayer Funding
As energy needs grow, a spectrum of existing and new energy sources must be considered. Renewable and fossil fuel energy play important roles. I will support a balanced, healthy and economically sound strategy for growing these energy sources in Colorado. I will end taxpayer-funded financial incentives for electric vehicles. Such incentives promote less affordable and less effective approaches to reducing pollution. They also subsidize higher income earners’ purchases of expensive EVs with taxpayer funds from lower income earners who can’t afford EVs.
Apply Coherence Technology to Power Grids
My Chief Coherence Officer will work with utility companies to integrate proven coherence technologies into power generation, distribution and consumption. One type of these technologies has already demonstrated the ability to improve the performance and efficiency of electrical current at any scale. It can also cool data centers and electric motors more affordably than anything else.
Another type of coherence technology has demonstrated the ability to reduce exhaust emissions to near zero in internal combustion vehicles. As elaborated in the section on AIR QUALITY and CLIMATE CHANGE, this is a new science and class of technologies. They can effectively reduce Colorado’s carbon footprint more quickly and affordably than any other policies.
Integrate Graphene into the Energy Sector
The new “wonder material”, graphene, is already bringing vital new benefits to the energy sector. It’s expected to improve the performance and sustainability of, for example: solar cells, wind turbine blades, concrete, asphalt, microchips, vehicles, and aircraft. It has also shown great promise for purification of sea water, chemically toxic water, and even radioactive water. Another important benefit is that it can improve batteries. It can possibly even replace hazardous and fire-prone lithium. Graphene is expected to have an $11 trillion macroeconomic impact.
Republican led states and foreign countries are far ahead of Colorado in this exciting field. Graphene and hydrogen can be created from methane in natural gas, landfills, wastewater, mines, treatment, agriculture and stockyards.
Graphene can even be created out of carbon dioxide from large breweries and carbon capture. A Colorado company is one of the global leaders in technology to produce graphene. Skeleton Technologies of Estonia is expanding into the U.S. at a remarkable rate. Its graphene supercapacitors are already in IndyCars and other transportation modes, and grid storage. Colorado has nothing comparable to that.
Unfortunately, graphene is barely on the radar of Colorado politicians, the news media, and university research. The highly touted Colorado Greenhouse Gas Reduction Roadmap 2.0 doesn’t even mention graphene. It’s also not mentioned by other candidates for governor. My energy policy will fill that gaping hole.
Support Breakthrough Energy Innovations
My Partnership for Applied Coherence Technologies would make Colorado a global leader in graphene production, research and application. My Patent Registration Office for Extraordinary Technologies (P.R.O.F.E.T. of Colorado) would ensure a safe haven in Colorado for the most revolutionary breakthroughs in clean energy production. Both of those are explained more in the section on TECHNOLOGY and INNOVATION.
Ban Nuclear Fission
As Governor of Colorado, I will ban energy production from nuclear fission. It’s not needed, and it’s too hazardous. As energy needs grow, a spectrum of energy sources must be considered. Renewable and fossil fuel play important roles. However, only non-radioactive nuclear fusion should be allowed into the spectrum as nuclear energy, not radioactive nuclear fission.
The history of nuclear fission is filled with corruption, bribery, recklessness, greed, incompetence, flawed design, and downright stupidity. The profit motive around nuclear fission tends to override ethics and safety. Financial and safety records get lost or forged. Radioactive material goes missing or is stolen. People get bribed to “look the other way” when problems arise. Some problems will result just from bad judgment. Consider that a major nuclear fission proponent, Bill Gates, admitted to using bad judgment in his relationship with infamous sex trafficker and pedophile Jeffrey Epstein. That’s why I believe politicians who advocate for nuclear fission energy can’t be trusted.
The specific process of fission in tightly controlled environments might seem safe. However, no nuclear fission operator can control all the potential hazards. Mining, delivery, and disposal of radioactive material pose extreme risks. Too often, nuclear fission operators have exploited the economic vulnerabilities of indigenous Tribes and contaminated Tribal lands.
On March 1, 1954, I was born about 17 hours after the Castle Bravo nuclear blast lit up the South Pacific. It was the largest explosion of a hydrogen bomb by the U.S. in history. It was 1,000 times greater than the bomb dropped on Hiroshima. Castle Bravo was 2.5 times larger than expected, due to a wrong assumption that part of the lithium added to the experiment was inert. Instead, it caused a runaway catastrophic reaction. The experiment was flawed. It caused unexpected death and destruction to local populations that the U.S. has never fully compensated.
My father worked on the Fort Saint Vrain Nuclear Plant as a pipefitter and foreman. One day, he came home from work fuming mad. My mother asked what was wrong. He said someone had hooked up the cold-water lines to the hot water lines in the reactor section. The mistake was corrected. But human error with such powerful technologies can be disastrous. Castle Bravo was just one example. The catastrophes and scandal of Rocky Flats Nuclear Weapons plant are part of a dark nuclear legacy in Colorado. It remains a problem for the front range decades after closing and alleged “clean up”. The story is too long to share here, so just learn about it from the Internet or books.
When Atomic Fracking “Bombed” [RAISE the ZONE, pages 90-91]
Government has irresponsibly allowed energy development involving extreme risks. Today’s natural gas industry will say that fracking has been “safe” for at least 60 years. That timeframe would include using atomic bombs to frack natural gas. Those explosions were at least twice as big as the atomic bombs used over Hiroshima and Nagasaki.
That startling disclosure was in an October 8, 2012, Denver Public Library blog article titled “Project Rulison or: How I Learned to Stop Worrying and Love Natural Gas.” It was about a natural gas company that exploded an atomic bomb underground in Western Colorado to force natural gas to the surface. The Atomic Energy Commission was part of the project. It suggested that such gas production could use atomic bombs, “as often as 40 times per day.” Colorado’s Governor Love supported the project. It was not profitable because the extracted gas was radioactive and unusable. Do you think those "experts" somehow didn’t know that exploding atomic bombs makes things radioactive?
Potentially worse is a little-known program to place Bill Gate’s TerraPower, and other companies’, small nuclear reactors in neighborhoods throughout the U.S. Of course, “experts” will claim those are safe as well. That’s despite there never having been an adequate plan to transport radioactive feed fuel to the reactors, or transport radioactive waste to somewhere else. The public knows almost nothing about this insane plan that’s already underway.
For the record, I’m not opposed to every form of nuclear energy. Breakthrough energy technologies, including nuclear fusion, are going on around the world. However, many researchers and inventors don’t trust the U.S. Government and corporations. So, they’re not bringing their technology to the U.S.

Launch Alternatives to Real Estate Profiteering
We’ve heard throughout our lives that investing in real estate is the best way to “get rich”. Books and seminars on this topic are a highly profitable industry. That’s why nobody sells a house to the lowest bidder just to support affordable housing. As a result, housing continues to get less affordable.
Many regulatory tweaks and new housing assistance programs are being proposed by other candidates. They probably all have some value. However, the biggest need is to create alternative ways to become prosperous that do not exploit the basic human need for shelter. New economic engines, especially in coherence technologies, are emerging quickly. They will have multi-trillion-dollar economic impacts globally. I will help Colorado pioneer these new opportunities.
Harvest More Local Building Materials
Importing building materials from other states and countries adds to the cost of residential buildings. A variety of alternative construction materials can be “grown” and “harvested” in Colorado to replace some imported materials. For example, agricultural hemp is now legal in Colorado. Senator Bennett and Attorney General Weiser have done important work in this area. Hemp has thousands of commercial uses. One of these is “hempcrete”, a stackable block with excellent insulating, fire-resistant, mold-resistant, and sound-proofing benefits.
Another is the new “wonder material”, graphene. It can be harvested from methane that comes from natural gas, methane leaks, agricultural waste, landfills, waste treatment facilities, CO2 capture, and even used tires and food waste. It’s super light, super strong, and thermally conductive. It’s already being used to improve the strength, durability and sustainability of concrete, asphalt and steel. It’s also viewed as a valuable ingredient in exterior paint, solar panels and batteries. Harvesting more of these materials from within Colorado will keep housing construction money circulating more within our local economy. That will create more jobs as well.
These naturals materials, harvested locally, can play a vital role in reducing “sick building syndrome”, or “building-related illness”. It’s critical that “affordable housing” does not use cheap materials and designs that are toxic and make people sick. That would merely shift affordable housing benefits to more health care costs.
Reduce Oppressive Conditions for Homeless Persons
Stress-reducing modalities are among the most important strategies to improve health and lower health care costs. Excessive and chronic stress causes or exacerbates 70-80% of mental, physical and behavioral health disorders. Even genetic pre-dispositions to various disorders can be activated by stress when they might not be otherwise. That is the field of epigenetics. Stress can also damage the brain, resulting in more decisions that cause poor health, especially for homeless persons.
Pollution of water, food, and electromagnetic fields (electro-pollution) also degrades the mental and physical health of Colorado’s population. Breakthroughs in coherence technology offer numerous solutions for reducing these types of pollution affordably on a society-wide scale. Once deployed, their health benefits will cascade through all sectors of society, including the homeless population. This will naturally reduce the strain on Colorado’s health care system and finances while improving health of the homeless.
Homeless persons are subjected to air pollution from vehicles throughout the day as they stand on medians and street corners. Devices that create coherent fuel plasma in internal combustion engines bring vehicles to near zero emissions at 1% the cost of electric vehicles. Colorado could implement this technology within 1-2 years, thus removing much of the air pollution factors causing poor health for homeless persons.
Devices that create coherent electrical current reduce heat and lost energy at all scales, from power lines to data centers, electric motors, and microchips. They are key to affordable, rapid, and widespread reduction of greenhouse gases. A vital added health benefit is that they also reduce electro-pollution, or electro-stress which, again, has detrimental effects on mental, physical and behavioral health. Graphene and coherent electrical current technology can even make clothing for the homeless that is healing, increases awareness, and protects against harsh weather.
Reducing such electro-stress will benefit health of the entire population, including homeless persons. That’s another means to reduce the strain on the health care system and finances of Colorado residents and state budget. More importantly, it’s a highly cost-effective way to improve health and quality of life for homeless persons. Strategies to “raise the zone” of air quality and stress-free electromagnetic fields are in keeping with the principle that “a rising tide lifts all boats”.
Prohibit Wasteful Destruction of Usable Building Materials
Millions of dollars of useable building materials and home furnishings are destroyed each year in Colorado by big box stores such as Home Depot. These are not damaged goods, but merely items that did not sell fast enough. It’s not uncommon for an entire floor or deck of mint-condition material, or areas rugs, and bathroom or lighting fixtures, to be thrown into an industrial trash compactor.
I saw this myself on a regular basis as a former employee of Home Depot. As governor, I would ensure that homeless assistance programs have “first right of refusal” for these items. Many of these materials and furnishings could contribute greatly to building shelter for the homeless.
A Surplus Solution for the Homeless
Even the Federal government has endorsed this kind of approach, but on a far bigger scale. In the summer of 1988, I had a severe back injury. The pain was a 10! I had home treatment but was bedridden for six weeks. I wondered how a homeless person would deal with such an injury without any supporting family, friends, or health professionals.
I quickly learned about the 1987 Stuart B. McKinney Act for Homeless Assistance, and the 1988 Base Realignment and Closure Act. The McKinny Act gave top priority to homeless assistance providers in obtaining disposed government property. I contacted the Pentagon. Within days, volumes of Environmental Impact Statements and other relevant documents for about a dozen major military bases were scattered across and under my bed.
Still unable to move much, or even wiggle my toes without pain, I formulated a master plan to use the resources of the major military bases to house, treat, train, and educate almost the entire national homeless population at that time.
The non-profit organization I worked for took serious interest in the proposal. After I recovered enough, I went with the Executive Director of the organization to the Pentagon BRAC office. The civilian personnel were eager to show us all of the potential properties that they were giving away. That included Lowry Air Force Base, Fitzimmons Army Medical Base, and major U.S. Air Force bases, each with thousands of acres of property and hundreds of buildings.
Alas, the McKinney Act was soon overridden by another law that gave local economic development higher priority. Homeless assistance providers were left to fight for scraps. It was a valuable and moving insight into the plight of the homeless. I was still living in D.C. when Mitch Snyder, the champion of the National Coalition for the Homeless, tragically took his life. His legacy still inspires me to elevate homeless persons to a better state of living.

Moratorium on New AI Data Centers
Lawsuits and protests against AI and data centers are exploding across the U.S. and world. AI “chatbots” have allegedly played a role in suicides, murders, and other crimes. Damaging effects from massive data centers are impacting humans and the environment, well beyond the boundaries of the physical data center properties. Famed activist Erin Brockovich has joined the fight against the pillaging and plundering of personal data, copyrighted content and other data; and local communities by unscrupulous AI billionaires.
The aggressive construction of data centers for AI needs far more review. I agree with Senator Bernie Sanders and Denver Mayor Mike Johnson on a moratorium or other mechanism to achieve more responsible oversight and regulations. The public is being misled about the accuracy of AI. It’s important to realize that much of AI training is based on information scraped from the Internet, as if it was the Library of Alexandria holding the greatest truths of human existence.
In reality, much of the data scraped for AI training consists of pervasive lies, propaganda, fake news, marketing hype, public relations spin, misinformation, falsified research, and disinformation. Moreover, AI is trained to make mistakes in order to seem more “human”. The combination of these factors causes what’s technically called “AI hallucinations”.
AI accuracy and precision are only as good as the truth and coherence prevalent in human civilization. Right now, both of those are lacking. There’s even what could be called a “virus of incoherence” that is degrading and disrupting most of Earth’s population. That affects AI too.
Here’s a short and personal story to make a point: I saw a link on Google to “Jeff Peckman’s net worth”. I was curious and opened the link on People.AI. The estimate for my net worth was about 100 times my actual net worth. They cautioned that the estimate “could be off by a lot”. At least they got that right. It was only 1% accurate! They also posted that their customers included OpenAI, Red Hat, AMD, Verizon and others. One statement said, “Trusted by sales leaders at OpenAI”.
How long before their customers include airlines and hospitals? Imagine sitting on a commercial jet that just left Denver International Airport. The AI robotic pilot announces, “Ladies and gentlemen, it’s 1% certain that we are on the way to Chicago, and 99% certain that we won’t make it.”
That’s how accurate People.AI’s estimate was of my net worth. Incidents such as that are trivial. Less trivial are stories such as Angela Lipps, a 50-year-old grandmother in Tennessee being arrested and put in jail for six months for a crime she did not commit. It was due to an AI error. Law enforcement personnel in South Dakota seemed too confident in AI accuracy and too lazy to check basic facts. Angela lost her home because she could not pay bills. When finally set free in South Dakota, she was shoved out of the police station door with no assistance to get home, and no compensation for her suffering and losses. It was an epic failure of technology and human decency.
AI is not nearly as advanced as it needs to be for functions where accuracy and precision are crucial. It’s common for AI to get things wrong. Potentially damaging global impact of AI inaccuracy was announced recently by researchers at Northern Arizona University. They discovered that an AI assisted greenhouse gas emissions database, produced by the Climate TRACE consortium and co-founded by former Vice President Al Gore, was faulty. It underestimates vehicle carbon dioxide emissions in cities by an average of 70%.
We must not rush to allow data centers to hog water and electricity while the AI they house spew out wildly inaccurate information. At a minimum, AI data centers should employ the various coherence technologies I’ve mentioned in the AIR QUALITY and CLIMATE CHANGE section both for cooling, and for producing more accurate and precise data.
Moreover, those massive data centers employ only a few dozen people after they’re constructed. Worse yet is that one of the purposes for them is to figure out how to kill millions of jobs to make given industries and companies, “more efficient and profitable”. That’s what even the billionaires have essentially declared. AI is being over-hyped, primarily by billionaires who expect to make billions more, even from hyping AI to boost stock prices and lure investors.

Responsible Regulation of AI Data Centers
Senator Sanders ended his video by saying, “We need to make sure that AI and robotics work for all of us, not just a handful of billionaires.”
“Hot Data: What the AI Boom Is Doing to the Land Around Us”, an article at THEHIREWIRE.com, described how massive data centers create a “data heat island effect”. This effect can extend miles beyond the physical data center structures. Temperature increases from that “can alter soil chemistry. They disrupt plant growth cycles. They push wildlife out of habitats that have sustained them for generations. On top of the heat, data centers bring noise — the constant hum of server fans and HVAC systems — which disrupts animal communication, alters behavior, and forces species to abandon territories.”
I agree with Senator Sanders. I hope you do too. This is why more caution is needed before more AI data centers are built in Colorado. There are better economic engines to launch that would create a lot more jobs and prosperity for Coloradoans, without the extreme risks of AI in its infancy.

Coherent fuel plasma and coherent electric current technologies offer obvious benefits to the aerospace industry. My Chief Coherence Officer and Partnership for Applied Coherence Technology will collaborate with stakeholders to lead the world in this mission.
Coherent fuel plasma technology can create hydrogen and graphene, the new “wonder material”, from any source of methane. It can also create graphene from any source of carbon dioxide. Brief Citizens on Extraterrestrial Disclosure
Congressional hearings on “UFOs”, “UAPs” and extraterrestrial visitors to Earth, have been going on for a couple of years. President Obama and President Trump have been in the news recently for comments about this issue. It’s doubtful that any other candidate for governor will touch this subject. However, it’s likely that voters will expect me to do that.
In 2008-2010 I was the chief proponent of a ballot initiative to create an Extraterrestrial Affairs Commission in Denver. It was Initiative 300. The intent was to disclose the long and tightly held secret about civilizations from space visiting Earth and mingling amongst humans.
The effort made front-page headlines all over the world. Its influence showed locally.

Establish a State-Level Extraterrestrial Affairs Commission
The global interest generated by Initiative 300 was phenomenal. Besides front-page news around the world, the initiative and my name appeared on at least 330,000 websites in 24 language groups. That means I’ve had a global reach that can benefit Colorado in trade, tourism, and cultural exchange.
This is also an important issue for anyone concerned about quality of life and affordability. That’s because trillions of dollars have been syphoned from the Federal government to keep this issue secret and allow private corporations to exploit or suppress the extraterrestrial technology. That money would be better used to help people of Colorado, our nation, and humanity.
The primitive and defective rockets from Elon Musk are not the answer to space travel. They are exploding and contaminating oceans, lands, and tropical beaches. There’s also no serious effort by SpaceX to clean up these messes.
Colorado can be the leader in collaborating with the international community to make contact with extraterrestrial communities for all of our mutual benefit. There is an historic opportunity for cultural exchange with our galactic neighbors too.
My administration will establish a state level Extraterrestrial Affairs Commission to support full disclosure of this information in whatever way most benefits the people of Colorado for affordability, health, education, prosperity, and environmental quality.

Water Quality and Quantity
Conservative and responsible use of water is vital at all times, not just during droughts. Our waste and poisoning of water are major factors in our decline as a civilization. As governor, I would bring all stakeholders together to explore, evaluate, and implement all of the best and most affordable solutions for increasing water quality and quantity.
This is another area where coherence is essential for restoring clean and abundant water for our very survival as a species. Following are a few valuable examples of both ancient and modern solutions.
Graphene
Exciting research on graphene, the new “wonder material”, has shown important benefits for water. It has superior properties for desalinating water and filtering out toxins and radioactivity.
Through coherent fuel plasma technology, graphene can be created from methane. That’s an ultimate irony. Methane from waste treatment facilities could produce graphene to purify the water even more than it would be otherwise. Industrial polluters of water would also have a more cost-effective means to filter their effluent.
Coherent fuel plasma technology has already been described in the section on AIR QUALITY and CLIMATE CHANGE, as well as other sections of the SOLUTIONS BLUEPRINT. It has been able to create “near zero emissions” for internal combustion engines. That means it can quickly reduce the amount that exhaust pollution affects climate change, and related droughts and wildfires.
Finally, graphene is a prime candidate for creating fire-fighting drones, as mentioned in the section on PUBLIC SAFETY, CRIME and TERRORISM. That would help prevent and limit extensive fire damage to forests and other water-sensitive areas. Graphene is an essential tool for ensuring better water quality and quantity.
Water Revitalization
Indigenous populations revere water as sacred, and even as a living entity with memory, healing powers, self-purification, and more. However, mass industrialization has desecrated water to dangerous levels, while at the same time overusing water. AI data centers are the biggest new threat to water.
Different methods can restore water to its more natural and health-promoting state. Many of these cite the pioneering work of Viktor Schauberger and his exploration of “living” water.
Grander Water Revitalization has a long history of benefits to areas such as agriculture, industry, public pools, bakeries, restaurants, and human health. Remarkably, when the Grander devices are placed in toxic ponds, the water purifies itself, through a kind of coherent resonance with Grander water, even though there’s no direct contact. As the Grander website states, “Revitalized water regenerates itself, makes a reduction of chemical use in the cleaning process possible and flows back into the natural circulation, revitalized once again.”
Coherent Water
A more recent development is “coherent water” by the company, Analemma. Scientific research supports claims by Analemma that coherent water has beneficial effects for cellular energy, gut microbiome, plant and soil health, and brainwave coherence.
The latter area of research is especially fascinating and relevant to the state of humanity. Brainwave coherence is the foundation of our ability to raise the zone of collective consciousness. It supports our ability to make better decisions about ourselves and also how we use and protect natural resources.
Cooling Electrical Current with Coherence
As mentioned in other SOLUTION BLUEPRINT sections, anything that uses human-made electricity will create waste heat because of internal friction due to inherent chaos and “noise”. That’s true even for electricity made from wind, solar, or other clean energy sources.
Coherent electrical current reduces waste heat and lost energy, which results in less pollution and energy use. Using coherent electrical current devices on electric motors has already demonstrated the ability to reduce their running temperature by about four degrees centigrade (7.2o Fahrenheit.)
Electric motors use up to two thirds of industrial power in each country. Estimates are that even small measures to reduce electric motor waste heat could reduce up to 10–30% of greenhouse gas emissions.
The combined effects of increased electrical efficiency and cooling from coherence technology in power generation, distribution, and energy-intensive electric motors and data centers would greatly reduce the amount of water needed for cooling.
Rain-Making Music
Drought and scorching temperatures will plague Colorado’s summer of 2026. Snowpack levels are dangerously low. Extreme conservation measures are already emerging. What else can be done?
Legendary inventor, Nikola Tesla, said, “If you want to find the secrets of the universe, think in terms of energy, frequency and vibration.” Some ancient civilizations knew about this. They clearly understood the laws of nature to be frequencies of cosmic creative intelligence.
Sound is vibration. Rhythmic sound in some types of music can measurably benefit living organisms. Earth itself is a living organism. Indigenous cultures view water as a living entity.
One type of such music is Gandharva Veda. One of its melodies replicates the frequencies of nature that occur when it’s raining. Playing this “Rain Melody” reportedly helps to bring rain.
In the mid-1990s, I organized tours for Maharishi Gandharva Veda musicians. I heard stories from different locations about rain starting during concerts, even when rain was not predicted. Using historically successful approaches to increase the chance of rain could lessen death and destruction from wildfires.
In June 2012, the High Park fire raged near Ft. Collins. I informed news media about the “Rain Melody” and encouraged TV and radio stations, as well as public facilities with outdoor speakers, to play it. The melody can even be broadcast on government radio sub-frequencies. It doesn’t matter if people are listening to it, but it’s more powerful if they do, especially at a live concert.

There’s no way to tell how many people actually played the Rain Melody. I did have one friend who played it at her home during another fire in the canyons near Boulder. She excitedly informed me that it started raining at her house. She added that she called friends to the north and south of her and it wasn’t raining at their homes.
Wildfires have caused horrible, tragic deaths and catastrophic property damage. Government officials cannot afford to be arrogant, narrow-minded, and insulting toward ancient cultures who might have remedies to help prevent weather imbalances that cause drought and extreme fire and flood conditions.
As your governor, I would employ any and all available solutions to conserve, protect, and use water and other natural resources in the most responsible and sustainable way. Applied Coherence Technology for Vehicles
A Colorado lab has patented two devices which, in combination, convert incoherent, inefficient fuel into coherent, efficient fuel plasma. They are the "Intake Plasma Generator System" and the “Isolated Plasma Array Treatment System”. These compact devices can be customized to fit any size and type of internal combustion engine that uses air, and a hydrocarbon fuel such as diesel or gas, for combustion.
Third-party emissions testing of the input device, alone, on a 2014 Dodge truck with Cummins diesel 6.7-liter engine showed: 15% increase in fuel efficiency, 40% increase in torque, 40% decrease in hydrocarbons, and a 66% decrease in soot (particulate matter – PM 2.5). Additional emissions reductions from the “Isolated Plasma Array Treatment System” have not been as fully tested by a third party. However, it is calculated to reduce emissions even further, for a total combined effect comparable to “new, near zero emissions” diesel engines.
Funding
The devices plus installation cost less than $1,000. A 15% savings on fuel costs would allow a payback within 3-12 months, depending on the class of vehicle and amount vehicle use. A payback within 18 months would be enough incentive for fleet operators, owner-operators, and consumers to install the devices without requiring taxpayer-funded incentives. Beyond that, 15% in fuel savings becomes profit.
Installation of these coherent plasma devices would be a valuable investment, especially for heavy-duty truck owners and operators. The 271,000 registered diesel vehicles in Colorado create disproportionately large amounts of harmful emissions.
Manufacturing
Colorado has adequate facilities and work force capacity to make these devices. They are relatively simple in design and materials. No rare earth elements are used.
Deployment

Disclosure of deeply held secrets about extraterrestrial civilizations visiting Earth is a mainstream topic. It is not confined to late night fringe podcasts.
